As Thanksgiving approaches, we’re filled with gratitude for the incredible clients, dedicated partners, and the hardworking Cardy team who make everything we do possible. Reflecting on the past few weeks, we’re especially thankful for the fantastic experience we shared at the ISM + PHSA Conference 2024. This year, building on our commitment to innovation, we introduced our gap-based implementation methodology, complemented by impactful demonstrations, engaging discussions, and valuable insights that inspire us to continue advancing our mission of transforming government services.

It was an honor to connect with industry leaders, exchange ideas, and explore opportunities to drive innovation and impact in the public sector. A key moment at ISM was presenting the Georgia Communicare program—a foster care case management solution developed in collaboration with the Georgia Department of Human Services (GA-DHS).
Launched earlier this year, Georgia’s Communicare Program, powered by Cardinality’s EmpowerFamily Foster Care System, is transforming child welfare communication. This innovative platform connects over 3,000 DHS caseworkers with 7,500 external users—including CASA volunteers, foster parents, and biological parents—creating a seamless network of collaboration.

By streamlining communication, reducing delays, and fostering transparency, Communicare enhances efficiency and strengthens relationships between caregivers, caseworkers, and families. The program reinforces Georgia’s commitment to children’s safety and well-being.

We extend our heartfelt thanks to the Georgia Department of Human Services (GA-DHS), Sriram Subramaniam, Assistant Deputy Commissioner at GA-DHS, and the leadership team for their invaluable support and collaboration in making Communicare a success and for presenting this transformative program at the ISM + PHSA Conference 2024.
We were able to squeeze in a day trip to meet our clients in Cheyenne, Wyoming, during ISM week, accompanied by Ritu Raj and Robert Starkey, who are leading the project to implement a Care/Case Management System for the Home-Based Community Services Waiver program for the State of Wyoming. The enthusiasm for this modernization effort was evident during the meetings, and it reinforced our commitment to deliver impactful, modern solutions that drive positive outcomes.

Cardinality’s success is rooted in strong partnerships with organizations like DMI, CAI, Cyquent, and others, drawing on years of collaboration and shared expertise. Our shared commitment to modernizing government programs enables us to deliver effective solutions for public sector challenges.
One key aspect of Cardinality’s approach to partnership is building strong and enduring business relations with women- and minority-owned businesses. Their expertise and perspectives help us enhance our solutions and expand our reach, ensuring we meet the diverse needs of the communities we serve.

“Meeting in person with Cardinality at ISM was a great experience as we talked about current and future collaboration! The Cardinality team is personable, professional, and well-versed in understanding the health and human services needs across the country and in how technology can help! I appreciate how Cardinality has partnered with minority and woman-owned businesses like mine as part of the services team.”

We left a lasting impression, securing follow-ups with agencies and partners eager to connect. Amber Njau delivered a compelling demonstration of the Child Support solution, while Derrick Stephens, attending his first ISM, embodied our mission by sharing his lived experiences and forging meaningful connections. Toni Blue, Amber, and Derrick delivered engaging presentations highlighting Communicare, joined by Sriram Subramaniam, Assistant Deputy Commissioner at GA-DHS, further amplifying our impact.
Behind the scenes, our marketing and proposal teams ensured we were ready to impress. This year, Cardinality wasn’t just part of the conversation—we were the conversation. Agencies and partners are recognizing our impact, and our momentum is undeniable.
Toni and Derrick, our Subject Matter Experts in Integrated Eligibility and Child Welfare, bring deep expertise and practical experience. Toni, with over 20 years in human services, has led state programs like SNAP, TANF, and Medicaid, offering valuable insights to state and federal agencies. Derrick, with 37 years of lived experience as a former foster youth and kinship caregiver, bridges policy and practice to drive meaningful change for agencies and communities.

Last month, the Cardinality team got off to an impressive start at the CCWIS project kickoff in Hawaii, bringing together stakeholders to align on goals and set expectations for implementing the Comprehensive Child Welfare Solution. As we reflect on this milestone during the season of gratitude, we extend our heartfelt thanks to the dedicated partners and stakeholders whose collaboration and vision have laid the groundwork for a successful transition. Together, we are building a brighter future for child welfare services in Hawaii.
“To our valued partners, clients, and colleagues—thank you for your unwavering support and collaboration. Your insights, passion, and dedication inspire us to keep pushing boundaries and finding new ways to serve. Together, we’re building stronger systems, improving outcomes, and creating a brighter future for those who need it most. As we gather with loved ones this Thanksgiving, we're excited about the future and look forward to continuing our meaningful work together. Wishing you a joyous Thanksgiving and a peaceful holiday season. We can't wait to see what the new year brings!”
