Rockville, MD — Cardinality announced the successful launch of the Communication & Operations Mobile Engagement Tool (COMET) in partnership with the West Virginia Department of Human Services (DoHS) on September 2nd 2025. COMET is designed to strengthen communication and collaboration across the state’s foster care system, ensuring that children, families, and professionals are better supported through secured, timely, and transparent interactions.
Developed in close collaboration with DoHS leaders, COMET provides a secure, centralized platform where foster parents, caseworkers, attorneys, service providers, and other authorized participants can share information and track updates. By bringing all voices together in one system, COMET reduces delays, prevents miscommunication, and helps align everyone around the best interests of the child.

Phase 1 of COMET went live just three months after project kickoff. Cardinality and DoHS is now advancing Phase 2, which will introduce additional features and functionalities, including a mobile application, to further enhance user experience and accessibility for all stakeholders.
“COMET ushers in a new standard of collaboration for our foster care system. Because everyone is on the same page, children’s needs will be addressed more quickly and clearly,” said Brandon Lewis, Chief of Technology and Information Systems, Office of Cabinet Secretary, DoHS, who is also the Executive Sponsor for this project.
“By giving foster parents, kinship caregivers, biological parents and caseworkers a shared space for dialogue, COMET helps reduce frustration, create more consistency, and focus attention where it’s needed most,” said Lorie Bragg, Commissioner, Bureau for Social Services.
COMET is now actively supporting DoHS caseworkers, supervisors, administrators, and foster and kinship caregivers across multiple counties with secure access to child information and timely communication to promote each child’s well-being.
“Our goal in this partnership with the West Virginia Department of Human Services was to implement Phase 1 of COMET on an accelerated 3-month timeline. Following the successful Phase 1 rollout, Cardinality and DoHS are working on the Phase 2 implementation, while continuing to onboard more users on COMET. Training, support, and feedback loops will accompany each phase to ensure the COMET continues to evolve with the needs of West Virginia’s children, families, and social services professionals.
